Amec Foster Wheeler is currently recruiting for a Human Resources Manager to be located in our Singapore office. As well as overseeing the HR for the Singapore office, this role will also be required to look after our offices in Brunei and Indonesia, the three of which compromise approximately 900 employees in total.
This is a permanent position and the role currently has five Direct Reports (three HR Officers and two Payroll Officers). The successful candidate does not need to have experience in the energy industry, but it would certainly be beneficial. We’re also looking for someone who has lots of hands-on HR experience and that can bring plenty of flair and finesse to the role.




  • Alignment and development of the policies, programs and procedures covering the following areas: Compensation, Employment, International assignments, and Administration and Employee Relations, and ensuring that these policies and programs support our business goals.
  • Maintain and build effective relationships with internal and external key stakeholders, whilst doing a full-spectrum role. 
  • Effectively communicate the company’s core values and behavioral standards, monitor and facilitate internal employee communications and develop the organization’s image within the local community.
  • Provide strong operational support and guidance on organizational change management, employee relations, performance management, employee development, succession management and HR data integrity.
  • Working with global headquarter, develop and implement compensation strategies that are aligned with organizational and project requirements.
  • Lead annual salary reviews and develop job grades and review salary banding periodically to support commercial bids.
  • Understand programs, policies, procedures and controls regarding domestic and international assignments.
  • Partner closely with Global Mobility team to implement an effective way and the most cost effective way of administering international assignees.
  • Create and manage performance management system; works with others to manage individual’s performance issues; assists in providing feedback and developmental assistance to employees.
  • Manage efforts in developing cost-effective L & D options to meet specific business needs of the organization, which includes providing training budget support and recommendation.
  • Ensure HR data integrity and accuracy and put in place internal controls to ensure checks and balances, and that HR system and data are fully reliable.
  • Manage manpower planning process for front line in collaboration with key stakeholders (operations & department heads) and ensure Manpower Planning drives recruitment.
  • Partner with recruitment team to effectively manage the recruitment process and ensure candidate decisions are made in a timely manner according to Manpower plan needs and processes.
  • Provide advice to management on HR matters, communicate HR initiatives and obtain feedback on HR initiatives.
  • Evaluation for continual improvement and effectiveness of the HR team as well as providing individuals with professional growth with emphasis on opportunities for individuals

Qualifications
 
- A degree qualification in a relevant subject is essential.
- Experience in a multi-national company with a diverse culture, and ability to work efficiently and smartly in a fast-paced environment.
- A minimum of eight years’ experience working in the Human Resources sector. 
- Strong ability to influence and partner with the relevant stakeholders.  
Effective communication skills and strong people management skills. 
- Conversant with both local and international labour laws and their application.,
- General knowledge and understanding of the core HR Processes: Performance, Management, Succession
   - Planning, Recruiting, Training & Development and Compensation & Benefits.
 - Effectively communicate the company’s core values and behavioural standards,
     monitor and facilitate internal employee communications and develop the
     organization’s image within the local community.
